Oleg Kalachev 6c55ab3625 Refactor building 
Switch to plain esp32 fqbn - it works on d1 as well.
Move debug level setting from fqbn to arduino-cli command to simplify things.
Add C3 and S3 builds to commit artifacts.

Filtering does more harm than good in voltage monitoring.
(alpha = 1 efficiently disables the filter.)
